Best Casinos in Delaware — Delaware Park, Bally's Dover, Harrington & Legal Online Gaming
One of the first states in the nation to legalize online casino gaming, Delaware operates three licensed racino casino resorts plus a state-managed online platform powered by BetRivers. Your complete Delaware gaming guide.
Delaware Casino Gaming — The Racino State
Delaware may be the nation's smallest state, but it punches well above its weight in gaming. Delaware operates a unique racino model — three harness or thoroughbred racing tracks that house full-scale casino floors — all regulated by the Delaware Lottery and the Delaware Division of Gaming Enforcement (DGE).
Delaware made gaming history in November 2013, becoming one of the first states in the nation to launch legal online casino gaming, years ahead of most other states. Today, that pioneering spirit continues: Delaware became the 29th state to legalize mobile sports betting when BetRivers launched its app statewide in January 2024.
All three casinos operate under Delaware Lottery oversight. Online gaming runs through a state-exclusive platform — Rush Street Interactive's BetRivers — with each casino maintaining its own branded site. The market remains a tightly regulated monopoly: one technology platform, three casino partners, statewide digital coverage.
Delaware Gaming At a Glance
Delaware Park Casino & Racing
Delaware Park is the state's largest gaming operation and the only facility featuring live thoroughbred horse racing. Originally opened as a racetrack in 1937, it expanded to full casino gaming and today generates approximately $195.8 million in gross gaming revenue — making it Delaware's top-revenue casino.
The casino recently opened a $5 million, 10,000-square-foot outdoor gaming patio — Delaware's largest outdoor gaming space — where players can enjoy 250+ slot machines in a heated, smoking-permitted environment year-round. Delaware Park operates across an 80,000 sq ft casino floor with 1,900+ slots, 40+ tables, and a 25-table poker room.
Operated by Churchill Downs Inc., Delaware Park connects to the state's exclusive online platform under the Delaware Park by BetRivers brand.
Bally's Dover Casino Resort
Bally's Dover Casino Resort — formerly the iconic Dover Downs Hotel & Casino — is Delaware's only full-service casino resort. Operated by Bally's Corporation since 2021, it is the sole Delaware casino offering on-site hotel accommodations: 500 upscale rooms and suites in 450 sq ft layouts with pillow-top beds, mini-fridges, and premium amenities.
Beyond gaming, Bally's Dover offers a full resort experience: Toppers Spa & Salon, an indoor heated pool and fitness center, five restaurants and a café, and over 41,000 square feet of event space — making it the state's premier convention destination. Live harness racing runs during the winter season.
Bally's Dover operates its own standalone online casino app — Bally Casino by BetRivers — powered by RSI's exclusive state platform, separate from the shared BetRivers app used by the other two casinos.
~$159.8M GGR (FY2025)
Harrington Raceway & Casino
Harrington Raceway & Casino serves as Central Delaware's gaming destination, anchoring the historic Harrington fairgrounds community with a 140,000 square foot gaming floor and live harness racing.
Home to 1,312 slot machines and 33 table and poker games, Harrington generated approximately $117.9 million in gross gaming revenue in fiscal year 2025. The property is operated by Harrington Raceway Inc. and connects to Delaware's statewide online platform through Harrington Casino by BetRivers.

Delaware's sports betting market is a tightly controlled state monopoly operated exclusively through the Delaware Lottery and its exclusive RSI/BetRivers partner. No independent commercial operators — DraftKings, FanDuel, BetMGM, Caesars, etc. — are licensed to operate in Delaware. House Bill 365, which would have opened the market to additional operators, failed to become law.
